Noga Rubinstein is currently managing the research activities at the
Columbia Institute of Tele-Information (CITI). She joined CITI in February
2003. Ms. Rubinstein was previously a section head at the Legislative
Department in the Israeli Ministry of Justice, where she was responsible
for counseling governmental bodies on telecommunications issues, regulation
and privatization matters. She has served as a member of the Council for
Cable and Satellite Broadcasting in Israel and as a member of the Panel
for Assessment of Reorganization of Broadcasting Regulation in Israel.
Ms. Rubinstein was also a researcher at the Israel Democracy Institute,
where she conducted research in the areas of Accountability and Freedom
of Speech. Prior to her public service work, Ms. Rubinstein was an associate
with Nir Cohen Leshem, LL.P in Tel Aviv. Ms. Rubinstein holds an LL.B
and a B.A in accounting from Tel-Aviv University and an LL.M from Columbia
Law School (1998).
