 “Measuring Access to Information Technologies in the Developing World”

As we move toward a global information society, developing countries are becoming increasingly aware of the importance of extending access to information and communication technologies (ICTs). The 4 billion people who are unserved or underserved also represent a huge potential market, but one that is often ignored as too difficult or costly to pursue. Thus the industry could also benefit from information that could help to identify and prioritize target markets.

As a result, there is a growing need for reliable and comprehensive statistical information to help developing countries set targets and measure progress, and make international comparisons that could be useful for both private sector and development agency initiatives.

The International Telecommunication Union (ITU) is taking the lead in developing a Digital Access Index (DAI) to address these needs. Michael Minges, head of the ITU’s Telecommunications Data and Statistics Unit, will present the framework for this new index, and provide examples of how it can be used to help measure progress toward universal access, and to identify countries at various stages of investment readiness.
