This study looks at whether and how broadband deployment, as a platform for video, may be supported and encouraged by public policy and regulation, and how investment in broadband for this and related purposes can support and improve the quality of life and the breadth of experience of Sub Saharan Africa in media and data, while being a financeable, commercially sound business.
